Mr. Horton graduated from the University of Delaware with a Bachelor of Science in Civil Engineering in
1990. He obtained his Professional Engineer’s License in 1996 and was employed as a Professional
Consulting Engineer until 2017. Mr. Horton has 27 years of consulting engineering experience, including
specialization within the sub‐disciplines of: environmental, civil, land development, municipal, water,
and wastewater engineering. Mr. Horton has served as Township Engineer for various municipalities,
including Pocono, Stroud, and Smithfield Townships. As a consulting engineer for projects within the
region, Mr. Horton:
1. Managed the construction and expansion of the Stroudsburg Wastewater Treatment Plant (i.e.
expansion from 2.5 MGD to 4.5 MGD) between 2008 and 2012
2. Managed the construction of Kalahari Resorts (i.e. site/civil, water and sewer extensions);
3. Managed the design and construction of various Student Housing Projects at East Stroudsburg
University.
Mr. Horton joined Brodhead Creek Regional Authority as Manager in 2017. He is responsible for the
overall operation of the Authority working directly with the Board, Solicitor, and Engineers. He acts as
the chief liaison for the BCRA and the Owner Municipalities, as well as the major industries and
commercial customers. He is responsible for the strategic planning process for growth and expansion
opportunities. Mr. Horton oversees the entire Authority operations including Engineering, Water and
Wastewater Plants, Maintenance, HR, Billing, and Accounts Billable/Receivables.
